How to Bar a Thief

Outside of a medical office, I saw a lock box leaning up against the wall. Plastered across the front of the box was a large, blue label that read "Urine Sample."
Consider the irony of locking that stuff up. I'm all for deterring anybody who steals samples of bodily fluids, but you'd think it was a case of either the label or the lock. I think the label would be enough to keep people at bay-- what kind of a thief runs around collecting urine samples?
